3. The necessity for the adoption of these proposals is then shown. As regards (1) detailed instances are given to indicate how impossible the Ministry has found it to anforce its orders appointing moving the directors of various Government R ilway Administrations, not bly on the Tao-Tsing, Feiping-Hankow, Peiping-Suiynan and lung-Hai Railways, owing to the inter- ference of military commanders. Similarly
commandeering of rolling stook is customary on most of the Railways and the ordinary services are seriously crippled.
4. As regards (2) it is stated that Yen Esi-shan collects each month $350,000 from the Peiping-Hankow Railway and $200,000 from the Peiping-3uiynan Railwey. It is estimated that the Ministry of War owes the Ministry of Railways nearly 13 million dollars for subsidies paid to various army commanders and over three million dollars for transport- ation charges in a period of slightly over a year. As regards illegal taxes it is stated that"these are so numerous and high that the freight rates on the railways are woll near prohibitive."
